Job Description

Purpose

  • To provide oversight & best practices as it relates to all MEP operations, maintenance and energy programs according to JLL quality standards and property operating objectives to maximize the value of the buildings and enhance client relationships.

This position is responsible to provide oversight for the entire account assisting with the managing of all engineering/operational aspects of the day to day operations which will improve the operational efficiencies of the entire account; this includes the cost effective, safe and efficient operations of the facilities, achievement of the Management Plan and all Key Performance Indicators including the responsibility for assisting in the management/over sight of capital and expense budgets, operations and maintenance, work management and the 360 CMMS system, ESCP Engineering Services Compliance Audit, and Capital Project Planning.

  • Helps to Direct, coordinate, oversees and evaluates the activities of Chief Engineers, Assistant Chief Engineers, Operating Engineers, Maintenance personnel, consultants and contractors.
  • Regularly informs Account Director, Site Directors, and Division Engineer of any conditions affecting building services and user comfort or safety.
  • Responds to the needs of the client, Account Executive, Site Directors, Area Managers Division Engineer and the property team in a prompt and professional manner.

Essential Functions

  • Ensures all sites have a working knowledge of the MSA and all staff members understand their individual responsibility to meet the MSA, KPI’s and SLA’s. Makes sure that there are processes in place to help the site staff to be successful in their daily operations including but not limited to specific ECP, SOP, MOP and EOP.  This includes, but is not limited to, compliance with all local codes and regulations, personnel compensation management, team training, team productivity monitoring and productivity.
  • Available to assist and supervise all engineering staff activities through effective delegation to Facility Managers, Chief Engineers and/or Assistant Chief Engineers.
  • Fully implements all Jones Lang LaSalle standard operating systems and practices, including implementation of preventative maintenance systems, predictive, maintenance of team standards for uniforms and appearance, and establishing training goals for each engineering team member.
  • Recognizes the authority and objectives of The client.  Conducts all activities in a businesslike, competent, and professional manner.  This includes interacting with contractors, vendors, and consultants in an unbiased, objective, and ethical manner, complying with all policies and procedures established for the building(s), identifying key industry resources which can aid the operation or contribute to enhancements, and treating all fellow employees, industry contacts, and building visitors fairly, impartially, an in a non-discriminatory fashion. 
  • Formulates and implements the preventative maintenance program for MEP systems that are consistent across the entire portfolio. Coordinates the input of preventative maintenance information within the computerize maintenance program with the Site Directors, The Account 360 Manager, Planner Scheduler, the Chief Engineers and the Assistant Chief Engineers.  Reviews status of preventative maintenance work with applicable managers and Engineers on a monthly basis and ensures that all PM’s are going through the red lining and enhancement process.  .
  • Assists in the evaluation of suppliers on regular basis with regard to quality and competitive pricing.  Assures the use of purchase order requests and   verification of accuracy of deliveries for count, pricing, and description.  Assists in the creation of purchasing specifications and bid packages.
  • Understands the engineering design and operational aspects of each building system.  Immediately recognizes system shortcomings when they occur.  Directs experimentation with building systems to yield a more energy effective or comfortable building. Devises technical enhancements that will improve some aspect of building operation.  Identifies equipment that may require replacement or reconditioning resulting in the need for capital expenditure.
  •  Attains operations audit score matching or exceeding that of the prior year and always meeting the objective set by the Division Engineer, the Regional Manager and the Account Director.

Responsible for

  • Assists with the development and implements emergency response procedures and technical training programs..
  • Assists Managers in coordination of Design and Construction and capital improvement projects.  Reviews project instructions and blueprints to ascertain test specifications, procedures, objectives, and test equipment, nature of technical problems and possible solutions such as redesign or substitution of material or parts. Cautions contractors regarding complaints about excessive noise, disorderly conduct or misuse of property.
  • Recommends, justifies, develops and coordinates installation of projects, which enhance the value of the The client’s infrastructure.
  • Develops implements and fosters commitment to the Client Satisfaction (CSI) as it relates to the engineering team.  Uses this program to instill a sense of pride and user service in team members.
  • Assists the Managers in developing/revising and coordinating implementation of emergency procedures manuals, contractor rules and regulations, MOP’s, SOP’s, Operational manuals and user design criteria.

Essential Physical Abilities

  • Visually inspect machinery and building.
  • Walks up and down stairs for inspections and emergency procedure practice or implementation.
  • Detects emergency alarms - auditory and/or visual.
  • Security and roof inspections are conducted on top of stairwells with no elevator service.
  • Cleaning inspections require getting on hands and knees to inspect inaccessible areas.
  • Ability to work weekends and extended hours.
  • Climb ladders to adjust airflow and make inspections above ceiling
  • Ability to travel 30% of the time

Essential Knowledge and Skills

  • Determines time, place and sequence of operation or action to be taken on the basis of analysis of data; executes determinations and/or reports on events.

  • Reads manuals, magazines, newspapers, safety rules, instructions in the use and maintenance of shop tools and equipment, and methods and procedures in mechanical drawing and layout work.
  • Trains engineering staff in all trades, building systems and equipment function and purpose. Implements the Jones Lang LaSalle manpower development phase training program.
  • Writes reports using all forms of speech with proper format, punctuation, spelling and grammar.
  • Speaks before an audience with confidence using correct English.

Experience

  • 10 years in Facilities or Engineering with supervisory responsibilities

Education

  • High School Diploma
  • College and or technical training school

Working Environment

  • Indoors – 50%
  • Outdoors – 50%
