Central Utility Manager

The Central Utility Manager will be the Lead Facility Engineer and assist the Sr. Facility Manager in the management and operation of the properties as directed by the clients and in accordance with the standards and procedures of JLL. Our goal is to provide our clients with the highest level of client service available. Requires management of a 24x7 operation. This position requires proof of a New Jersey Gold Seal Certification, or a New Jersey Red Seal Certification. If you hold a Red Seal Certification, you will be required to obtain your Gold Seal certification within 6 months of your hire date.

Summary of Essential Functions:

  • Responsible for the support of all central utilities equipment, Waste Water Treatment, Water Management, Water Shed Site management, and supporting site operations
  • Develop and maintain positive client relationship.
  • Assist in preparing and executing annual property business plan.
  • Provide strategic direction for central utilities maintenance / operations team. Ensure all client and JLL safety procedures are followed. Develop training programs to increase team technical capabilities.
  • Supervise central utilities crafts to ensure systems are maintained to a first class industry standard under the site Chief Engineer.
  • Assist in reviewing and tracking all payables through P.O. system meeting site metrics.
  • Manage the site Work Order Flow meeting Site Metrics per the JLL Contract.
  • Inspect central utilities physical plant daily to guarantee that building services are at the highest level of quality standards. Monitor and review preventive maintenance programs.
  • Assist in negotiating service contracts under the direction of the Facility Manager.
  • Responsible for development of site savings initiatives for the areas of responsibility.
  • Ensure all managed systems are operating according to federal, state and local codes.
  • Assist in purchasing supplies and services in accordance with the current year business plan and within spending limits and guidelines.
  • Meet with clients to discuss site operations on regular basis.
  • Work with facility manager on construction such as capital project implementation.
  • Facility CUC and Waste/Water treatment budget management experience required.
  • Function as Site CFC coordinator.
  • Leads the Legionella water testing and treatment program for the site.
  • Responsible for completion of employee performance reviews of those under direct supervision
  • In addition to regularly scheduled work, respond to any and all facility emergencies which may occur (i.e. Building Automation System alarms response, fire, piping leaks and breakage, utility failure, and snow removal (manage CUC area for Safety). 
  • Order the required materials and equipment as needed on an emergency basis to ensure the continuation of uninterrupted service and operations of our clients.
  • Respond to emergency calls during off hours and times of inclement weather ensuring that plant operations continue uninterrupted and several thousand people are able to perform their work daily.  On call 24 hours a day – 365 days per year.
  • Maintain environmental controls required for plant operation and regulatory compliance efforts on a daily basis.  This included our water treatment and monitoring systems (city and well), wastewater operations, emergency & spill response functions.
  • Takes over the CUC facility operations when the Chief Engineer is absence from the site.
  • Management of Non Controllable work request from the client.
  • Managing Safety First Culture
  • Managing the Stewardship of the area as far as site cleanliness.  
  • Other duties as requested.


  • Bachelor’s degree or demonstrate equivalent skills
  • 10+ years of facility/maintenance management experience; manufacturing or pharmaceutical industry experience in a Utility plant environment, preferred.
  • 5+ years people management experience
  • State of NJ Goal Seal License.
  • NJ Waste Water Treatment License and operational experience preferred.


  • NJ Gold Seal boiler License or Red Seal boiler License required. If Red Seal, you will be required to obtain your Gold Seal boiler License within 6 months of your hire date.
  • Blue Seal Refrigeration and Wastewater certifications and/or license nice to have.


  • Extensive building systems knowledge, preferably with CMMS (Maximo and Corigo), BMS and control
  • Client service-oriented attitude
  • Excellent verbal and written communication skill
  • Strong organizational and prioritization skills
  • Advanced computer and office software skills
  • Ability to manage Work Orders in Maximo.
