What this job involves  

Cost manager / Capital Planning Specialist assisting in the planning, forecasting cash flows of projects and overall programme, monitoring, approval and post-evaluation of the CAPEX. Responsible for project pricing, cost management and reporting functions. Collecting client requirements and gathering pipeline projects in Capital Planning Tool.

Responsibilities:

  • Manage and maintain a construction schedule of rates with multiple trade contractors
  • Manage the capital plan and cash flow forecast of projects and overall programme
  • Develop detailed project cost proposals which provide fair market value to the client
  • Manage the following project processes:

o Cost estimates during scope definition and design

o Identify lower-cost scope alternatives and value engineering proposals

o Manage contractor bidding process

o Market cost benchmarking and analysis

o Contractor cost negotiation

o Project budget development

o Contractor selection

o Client presentation and review of project budget proposals

o Contractor subcontract negotiations

  • Ensure project Costs of Works are at or below market rates
  • Client presentations to demonstrate value for money & savings achieved from the program
  • Manage commercial relationships with contractors  Done by Procurement
  • Extensive client liaison.
  • Identify new trade contractors and design vendors.  Done by Procurement
  • Liaison with JLL’s other client account teams to gather best practice and cost benchmark data.
  • Provide help, support, tools and procedures to JLL’s Project Managers regarding project cost proposals and benchmarking.
  • Member of the account’s regional contract governance team.
  • All additional duties commensurate to the level of the role.

  • Essential – minimum of 7 – 10 years’ experience of quantity surveying and small projects / construction cost management,
  • Essential – excellent knowledge of small projects construction supply chain.
  • Preferred – formal Quantity Surveyor / cost management qualification.
  • Essential – minimum 7 – 10 years’ experience of working for a General Contractor acting as principal, with responsibility for developing fixed price lump sum project cost proposals. Essential (?)
  • Essential – minimum 7 – 10 years’ experience of developing project cost proposals for multiple construction projects simultaneously for large corporate clients; ideally fast track office fit-out, commercial refurbishment and M&E upgrade projects.
  • Essential – Bachelor’s degree in a numerate and / or engineering discipline.
  • Outstanding negotiation skills.
  • Excellent problem solving.
  • Ability to manage multiple work assignments simultaneously, manage multiple or conflicting priorities, and handle a high-pressure working environment.
  • Outstanding client relationship management skills with great client focus.
  • Strong analytical ability and attention to detail.
  • Excellent numerical, commercial and financial acumen.
  • Advanced Excel skills with good Word, PowerPoint and Microsoft Project skills.
  • Candidate must demonstrate personal impact and gravitas, with high velocity & speed of response and a proactive, 'can-do' attitude.
  • Positive, solution-oriented communications and a willingness to take responsibility.
